Can i get non creamy layer if my fathers salary is above 4.5lac n i belong to obc category?

can i get non creamy layer if my father is serving in government undertaking institute?his salary is above 4.5 lakhs and his post does not belong to class1/2 catagory at the time of appointment.his last 3 years income is 15 lakh 70 thousand.
