Does biological father have rights if he never signed birth certificate?

We are in the state of Georgia and the biological father has not been around since I was 9 weeks pregnant. He told me he wanted no involvement what so ever so now it's been 2 years and he has not seen her or paid any child support ever. My husband now is wanting to adopt her. Does her biological father have any legal rights what so ever? Would we have to serve him papers and get him to sign his rights over or can the court just terminate them without getting the biological father involved? I don't even know where he is at and no way to contact him. Thanks, we are going to a lawyer soon but we were just wondering how this process would work.
