When is a first bra actually necessary?

Right now, it appears your younger sister needs a bra. If you can see the outline of her nipples through her shirt it's an issue. I suggest talking to her about growing up and puberty (in the least-awkward way possible), so she understands the necessity of bras and such. She is probably nervous about puberty and growing up--it's normal!!
