Overprotective father, or is this normal?

I recently sent my best friend a bunch of clothes for my nieces. The oldest child is almost two years old, and I sent her some toys and a few outfits. My question is about one of the outfits, it was a plaid shirt along with a matching undershirt,a jean skirt that comes to about the knee, along with some glittery jellies. While my friend loved the outfit (she got it yesterday and my niece is already wearing it today), the father of the child flipped out about it, saying that he didn't want his daughter dressing like a wh*re. I mean I always knew that fathers were cautious of what their teenage daughters were wearing, but to me this outfit is absolutely harmless, there's no excess skin showing. I think he's being a bit ridiculous to make such a big deal about it especially since she isn't even two years old yet. I won't disrespect their rules when it comes to how their children dress, clearly my friend has no issue with anything I've ever picked out for her, but I won't challenge them if it ever came to the point where I was told not to buy her those things. I just want to know if that is normal for someone to have such a view and reaction to toddler clothing???
